Senior Hamas official Khalil al-Hayya led the Palestinian delegation during the discussion. Representatives from regional mediating partners also attended, including Egyptian intelligence chief Hassan Rashad, Qatari diplomat Ali Al Thawadi, and a senior Turkish official.Board of Peace director Nickolay Mladenov and former British Prime Minister Tony Blair joined Kushner for the negotiation session.
A Palestinian source stated that Hamas representatives briefed the American envoy on ongoing ceasefire violations in Gaza. In response, Kushner emphasized that the United States firmly opposes any proposals involving the forced displacement of residents from the Gaza Strip.
The talks focused on transforming abstract commitments into concrete actions for all involved parties.Key goals include stabilizing the ceasefire and transferring local administrative authority directly to the National Committee for the Administration of Gaza.Under the terms of the proposal, Hamas must relinquish its political power and fully surrender its military capabilities.
Diplomatic efforts face substantial hurdles following public pushback from Israeli leadership. Israeli Prime Minister Benjamin Netanyahu recently rejected the proposed framework, calling it unacceptable.Despite this opposition, Kushner and his diplomatic team plan to travel directly to Israel to meet with Netanyahu and negotiate terms for moving the framework forward.
