    Egypt has unveiled a long-term plan to expand digital government services and strengthen its technology sector by 2030. The strategy aims to improve public services, increase technology investment, develop digital skills, and support economic growth through innovation.

    Minister of Communications and Information Technology Raafat Hendy presented the roadmap during a meeting with the Digital Transformation Committee of the American Chamber of Commerce in Cairo. Government officials and business leaders discussed ways to speed up digital transformation and create a stronger investment environment for the information and communications technology sector.

    Hendy said the ministry’s strategy is based on five main priorities. These include digital transformation, technology localization and job creation, digital infrastructure, digital skills development, and legislation and governance.

    One of the biggest goals is to expand the number of online government services available to citizens. Egypt currently provides 242 digital public services through the Egypt Digital Platform. The government plans to increase that number to more than 270 services by the end of 2026 and approximately 450 services by 2030.

    Officials said the expansion will make government services easier to access while reducing paperwork and improving efficiency. The ministry is also increasing the use of digital identity systems and electronic signatures to simplify public transactions for citizens and businesses.

    The government believes these improvements will make public services faster, strengthen investor confidence, and support economic development.

    Technology manufacturing is another key part of the national strategy. The minister highlighted strong growth in local mobile phone production over the past two years.

    Annual production increased from three million mobile devices in 2024 to 10 million by the end of 2025. Egypt now aims to produce more than 15 million devices this year and increase manufacturing capacity to 30 million handsets by 2028.

    The government also plans to raise the local manufacturing content of mobile phones to about 45 percent. Officials say this will create new jobs, strengthen domestic industries, and reduce dependence on imported products.

    Artificial intelligence remains another major focus of the digital strategy. Hendy said Egypt launched the second edition of its National Artificial Intelligence Strategy in early 2025 to support wider AI adoption across the country.

    The ministry also announced that the Applied Innovation Center has developed Egypt’s own large language model, known as “Crank.” Officials said AI technologies are being introduced across healthcare, agriculture, education, and other sectors to improve services and encourage innovation.

    Digital infrastructure continues to receive significant investment as well. Earlier this year, additional radio spectrum was allocated to mobile network operators to improve network coverage and support the expansion of 5G services across the country.

    Egypt is also extending fiber-optic internet connections. More than 1,250 villages have already received upgraded broadband infrastructure through the national Hayat Karima development initiative.

    At the same time, the ministry is preparing a national strategy for data centers. Officials believe stronger data infrastructure will improve digital sovereignty while attracting both local and international investment.

    Cybersecurity also remains a top priority as Egypt expands digital services and increases the use of artificial intelligence and data-driven technologies.

    The government is investing heavily in digital education to prepare future workers for technology careers. Programs offered through the Digital Egypt Generations initiative, the Information Technology Institute, the National Telecommunication Institute, the WE School for Applied Technology, and other training centers will continue to expand.

    Future training will focus on advanced technical skills that match changing labor market demands and support the country’s growing digital economy.

    According to the ministry, Egypt’s telecommunications and ICT sector recorded a growth rate of 20.3 percent during the third quarter of the last fiscal year, marking the strongest performance in the sector’s history.

    The sector currently contributes about 6 percent of Egypt’s gross domestic product. The government aims to increase that share to 8 percent by 2030 while raising technology exports to 8 billion US dollars by 2028.

    Business leaders attending the meeting welcomed the government’s strategy and expressed support for continued cooperation between public and private organizations. They said expanding digital services, strengthening technology infrastructure, and developing skilled workers will help position Egypt as a leading digital innovation hub in the region.
