More than 300 stakeholders are backing a “clean” Continuing Resolution (CR) to reopen the U.S. federal government. A clean CR is a short-term funding bill that does not include policy riders, making it a straightforward way to keep government operations running.

The support, confirmed by the House Committee on Appropriations, shows broad non-partisan agreement on stabilizing government funding. Lawmakers hope that this backing will reduce the risk of a government shutdown and improve confidence in federal operations.

Stakeholders in favor of the clean CR include advocacy groups, business leaders, and policy experts. Their support signals a desire to prioritize government functionality over partisan disputes, especially during critical fiscal periods.

The federal government relies on Continuing Resolutions to maintain funding when annual appropriations bills are delayed. Without a CR, agencies may face closures, staff furloughs, and interruptions in essential services. Supporters argue that a clean CR ensures continuity without political delays.

Many lawmakers see the measure as a practical solution to prevent gridlock. By removing controversial policy riders, a clean CR focuses purely on funding, making it more likely to gain broad support across party lines.

“This effort reflects a shared interest in keeping government running smoothly,” said one congressional aide. “It prioritizes Americans over political disagreements.” While the CR still requires House and Senate approval, the extensive backing from stakeholders is viewed as a positive signal for swift passage.

In recent years, disputes over policy riders have often delayed funding bills, leading to partial government shutdowns. Advocates say a clean CR can prevent these disruptions and ensure federal employees continue working without interruptions.

Economists and analysts also highlight that stable government funding reduces uncertainty in financial markets. A shutdown could affect public programs, contracts, and overall confidence in government operations. By supporting a clean CR, stakeholders hope to mitigate these risks.

The push for bipartisan cooperation reflects growing recognition that government functionality benefits all Americans. A clean CR allows lawmakers to focus on core funding priorities while avoiding divisive policy debates that could stall approval.

If approved, the clean CR would temporarily fund federal agencies and programs, giving Congress additional time to negotiate longer-term appropriations. This short-term measure ensures essential services such as national defense, healthcare, and public safety remain operational.

Stakeholders believe the initiative demonstrates responsible governance. Broad support signals that leaders are committed to avoiding a shutdown and maintaining stability for federal workers and citizens who rely on government services.

The House Committee on Appropriations expects swift consideration of the measure. Observers say the bipartisan support for a clean CR may encourage further collaboration on other urgent funding issues in the coming months.

By backing a clean CR, over 300 stakeholders are sending a clear message: keeping the government funded and operational should take precedence over partisan disputes. The measure, if passed, could strengthen public confidence in government and set a precedent for future funding decisions.
